It is an action only available to creatures with the 
Blocker keyword ability.
Whenever one of your opponent's creature attacks, you may tap one of your creatures that has the "Blocker blocker" keyword. The attack is stopped, and then both the blocking and the attacking creature battle as if the attacking creature is attacking the creature that has "blocker". Effects that trigger when a creature attacks happen before anyone can choose to block the attack.
locking is an important part of game-play as it can prevent your opponent from getting at your shields too quickly, or from taking out vulnerable creatures after they tap to attack. Only untapped blockers are able to block attacks, so tapping blockers through effects such as Holy Awe will also disable them from being able to stop the attacks you want to make.
Various effects such as Crystal Paladin, or Comet Missile have effects that affect blockers in different ways such as sending them to the hand or destroying them.
